The National Assembly Standing Committee on Industries and Production recommended “The Motor Vehicles Industry Development Bill, 2025”, with a majority of votes.
The 15th meeting of the Standing Committee on Industries and Production held on Tuesday under the Chairmanship of Syed Hafeezuddin.
“The Motor Vehicles Industry Development Bill, 2025” is a piece of proposed legislation in Pakistan thatwas laid before the National Assembly on August 6, 2025.
The purpose of this Bill is to foster motor vehicle industry in Pakistan by specifying enforceable standards in relation to safety, quality and environmental aspects of motor vehicles. Its scope covers all motor vehicles that are either manufactured in or imported into Pakistan.
It is viewed that adherence to standards will on the one hand lead to enhanced road safety and better value for money for a domestic buyer while on the other hand it will improve readiness of the locally manufactured vehicles for export market.
The Bill also aims to promote buyers rights by mandating robust after sales service obligations as well as protection against unfair contract terms including those relating to passing of undue risk of variations in cost to the buyers, or limiting warranty coverage.

Key aspects of the Bill include regulation of manufacturers and commercial importers of motor vehicles, requirement for their incorporation and their obligation to obtain a license as well as to remove any manufacturing defect or to recall a motor vehicle in case it imposes a significant safety risk. It also creates criminal liability provisions in case of serious violation of its provisions.
The Committee considered “The Motor Vehicles Industry Development Bill, 2025”, and recommended with a majority of votes that the National Assembly may pass the said Bill.
The Committee, while deliberating on the closure of Utility Stores Corporation (USC), expressed serious concern over the matter. However, resolved to defer further discussion, leaving thereby the final decision to the Heads of Parliamentary Parties in the National Assembly.
Additionally, the Committee appointed a Sub-Committee, chaired by Romina Khurshid Alam, MNA, tasked with overseeing the implementation of the Voluntary Separation Scheme (VSS) for employees, addressing their grievances, and examining USC’s property-related matters.
The MNAs namely Shahid Usman, Riaz Ul Haq, Kiran Imran Dar, Romina Khurshid Alam, Dr. Mahesh Kumar Malani, Abdul Hakeem Baloch, Naz Baloch, Dr. Mahreen Razzaq Bhutto, Muhammad Saad Ullah, Haroon Akhtar, Special Assistant to Prime Minister, and the Secretary M/o Industries & Production, besides other senior officials of the ministry and its attached departments attended the meeting.
